Dust merc character IDs start in the 21 million range. Any character ID above 21 million is a merc. Decimal points.... See Logibro's post. This is how we differentiate between pilots and mercs in our corp memberlist calls.

If you have director keys, the eve corp memberlist call will give you dust merc names and IDs but you cannot further lookup the merc, without going a little grey area and page scraping other things.
